Your Health Care Benefits

The Board of Trustees is pleased to welcome you to the new website for the City of Detroit General Retiree Healthcare Trust Fund. Within this website, you will now have access 24 hours a day, 7 days a week to commonly requested forms, useful links, and frequently asked questions regarding your benefits provided by the Plan. Medicare Eligible Retiree Benefits
All Medicare eligible retirees that retired prior to January 1, 2015 are able to select one of five Medicare Advantage insurance plans that include drug benefits. Those Medicare eligible retirees that retired prior to January 1,  2015 and choose not to enroll in one of the offered medical plans will receive a health reimbursement account (HRA) with funds to use for medical insurance premiums or certain other medical expenses.

Your medical plan options are: 

  • Blue Cross Blue Shield of Michigan Medicare Plus Group PPO
  • Humana Group Medicare Advantage PPO
  • BCN Advantage HMO-POS
  • HAP Senior Plus  
  • Priority Health HMO

Retirees that retired after January 1, 2015 are not participants in the VEBA and accordingly, are not eligible for medical coverage. You will need to obtain your own health insurance coverage for you and your dependent family members.

Non-Medicare Eligible Retiree Benefits
All Non-Medicare eligible retirees will need to obtain their own health insurance coverage (for themselves and their dependent family members). Health Insurance Marketplaces – also known as Exchanges – are available in every state, including Michigan.

All Non-Medicare eligible retirees that retired prior to January 1, 2015 will receive a health reimbursement account (HRA) with funds to use for medical insurance premiums or certain other medical expenses.

Dental Benefits
All retirees, whether Medicare eligible or not, are able to enroll in optional dental benefits each year. To continue dental coverage, the retiree must pay the full monthly premium based on the coverage elected.

Your dental plan options are:

  • Blue Cross Blue Shield Dental   
  • Delta Dental Low Plan 
  • Delta Dental High Plan  
  • DENCAP Dental  
  •

Vision Benefits
All retirees, whether Medicare eligible or not, are able to enroll in optional vision benefits each year. To continue vision coverage, the retiree must pay the full monthly premium based on the coverage elected.

Your vision plan options are:  

  • Heritage Vision Local Plan
  • Heritage Vision Nation Plan
  • Vision Service Plan (VSP)
